SAP PROGRAM OVERVIEW

A qualified Substance Abuse Professional (SAP) is required to evaluate DOT safety-sensitive employees who violate DOT drug and alcohol regulations. The SAP assesses the employee’s circumstances and recommends the appropriate education and/or treatment to help determine when the employee is eligible to return to safety-sensitive duties. This process is a required part of returning to work and supports both DOT compliance and the employee’s recovery. Our SAP services are available nationwide.

When you choose Optumus Wellness for your SAP services, you will be enrolled in our SAP Program. We look forward to supporting you through each step of the Return-to-Duty process.

As part of the SAP Program, you will complete 4 of the 6 steps in the Return-to-Duty process with the SAP. After that, the SAP will determine whether you are eligible to move forward to Step 5.

Step 5 is the Return-to-Duty drug and/or alcohol test. This test must be completed before the safety-sensitive employee can be cleared from prohibited status. Depending on the DOT mode, Step 5 must be coordinated by the employer or a Third-Party Administrator (TPA). For more details, please visit our “Employer page.”

Federal Railroad Administration (FRA): Engineers, Conductors, Dispatchers, Track workers, Signal maintainers, Yardmasters

Federal Transit Administration (FTA): Bus/train operators, Maintenance workers, Dispatchers, Security staff, Control center workers

Federal Aviation Administration (FAA): Pilots, Flight attendants, Mechanics, Air traffic controllers, Dispatchers, Ground crew

The United States Coast Guard (USCG): Vessel crew, Captains, Deckhands, Engineers (with mariner credentials)

Federal Motor Carrier Safety Administration (FMCSA): CDL drivers, Owner-operators, Mechanics who test-drive CMVs

Pipeline and Hazardous Materials Safety Administration (PHMSA): Pipeline operators, Maintenance workers, Hazmat handlers, Emergency responders

Return To Duty Process

The Return-to-Duty process is the DOT-required step-by-step process for safety-sensitive employees after a drug or alcohol violation. A Substance Abuse Professional (SAP) guides the employee through the process to make sure they complete the required education and/or treatment, meet DOT requirements, and are ready to safely return to work.
